Is it legal to leave 2 or 3 gallons of oil/transmission fluid in an open container on your driveway?

I call the police/Fire Department and asked them about my neighbor who has two containers of oil/transmission fluid in open containers for at least one week. They call me back and said they could not do anything about it because it has to be 55 gallons or more to be illegal. Does anyone know anything about this? I thought it would hurt the waste stream if this spilled.Is it legal to leave 2 or 3 gallons of oil/transmission fluid in an open container on your driveway?
It is stupid of your neighbor, but there is not much you can do. The only thing you can do is talk to your neighbor about it. Is it legal to leave 2 or 3 gallons of oil/transmission fluid in an open container on your driveway?
That small of an amount will do no harm to the environment unless pored straight into a stream. It is gets tipped over it will spread out and evaporate over a period of a weeks or months depending on the environment. .
it might not be illegal , but its not ethical. best to take it to recycle[auto parts store] or put it in sealed container.[milk jugs. laundry jugs] they will take if for free/ some people will buy it,
I DONT KNOW IF ITS ILLEGAL BUT ITS NOT SAFE KEEP IT SEALED ATLEAST
